New Citizenship Rules for Canadians Born or Adopted Abroad

Canada updated its citizenship laws through Bill C-3, which took effect on December 15, 2025. The changes expand access to Canadian citizenship for people born or adopted outside Canada and address long-standing gaps that affected some families.
The new rules restore or grant citizenship to individuals previously excluded under the former “first-generation limit,” often referred to as “Lost Canadians.” Canadian parents who were themselves born or adopted abroad may now pass citizenship to children born or adopted outside Canada if they can demonstrate a substantial connection to Canada. In most cases, this means three years (1,095 days) of physical presence in Canada before the child’s birth or adoption.

Individuals who may qualify can apply for proof of Canadian citizenship under the new legislation.
